I live in the Appalachian mountains where radio contact for EMS units is a challenge, much less cell phone coverage. Most lower- to middle- income families don't bother with internet at home. Dial-up is standard then, UNLESS living in a larger municipality or lucky with infrastructure. 5 counties around me depend on a small carrier for dependable cell phone coverage; smart phones carried only by professionals and college students here. I never realized how limited web access is before I moved out of the big city.
